Notice of Election and Transfer to Section 94-C

On April 13, 2021, pursuant to Section 94-c and 19 NYCRR § 900-3.2, Watkins Solar provided notice that it is electing to be subject to Executive Law 94-c and will transfer the Application to the Office of Renewable Energy Siting (“ORES”).

Notice Of Submission Of Proposed Stipulations

Watkins Glen Solar Energy Center, LLC (“Watkins Glen Solar”) proposes to construct the Watkins Glen Solar Energy Center (“Project”) under Article 10 of the Public Service Law (“PSL”). The notice, which can be found at the link below, announces that, for purposes of the 21 day comment period, effective February 24, 2020, Watkins Glen Solar is filing proposed stipulations, pursuant to 16 New York Codes, Rules, and Regulations (“NYCRR”) § 1000.5(j), as to the scope and methodology of studies to be conducted in support of the Article 10 Application, which will be filed at a later date. There will be a 21-day public comment period on the Project’s proposed stipulations before interested parties may execute them.

Notice of Procedural Conference to Consider Pre-Application Intervenor Funding Requests and to Initiate the Stipulations Process

Preliminary Scoping Statement Comments & Intervenor Funding Deadlines
- Watkins Glen Solar Energy Center completed its filing of the Preliminary Scoping Statement (PSS) on August 8, 2019. Any person, agency or municipality may submit comments on the Watkins Glen Solar Energy Center PSS by filing them with the Siting Board and serving them on Watkins Glen Solar Energy Center. Comments must be filed within 21 days after the filing of the PSS. Therefore, all comments on the Watkins Glen Solar Energy Center PSS must be received no later than 4:30 p.m. on August 29, 2019. - Pre-application intervenor funding is available for eligible municipalities and local parties to participate in the preliminary scoping phase of the proceeding. Municipal and local parties intending to request pre-application intervenor funding must file their requests by 4:30 p.m. on September 9, 2019. Preliminary Scoping Statement

Watkins Glen Solar Energy Center, LLC filed a Preliminary Scoping Statement (PSS) with the Siting Board on August 8, 2019. The PSS summarizes the proposed scope of the studies that Watkins Glen Solar Energy Center, LLC will undertake, the results of which will form the basis of its Article 10 Application to the Siting Board

Open Houses

PREVIOUS OPEN HOUSES

On Thursday, March 12, 2020, the community was cordially invited to attend an informational open house for the Watkins Glen Solar Energy Center, a 50-megawatt solar project proposed in the Town of Dix.

The Open House was held at Watkins Glen International. Attendees had the opportunity to meet our team, learn more about our company and the project, and have questions answered by our subject-matter experts. Light refreshments were served.

Public Statement Hearing

On February 9, 2021, the Siting Board Chair determined that the Watkins Glen Application, as supplemented, complies with the Siting Board’s filing requirements. On February 12, 2021, the Siting Board issued a notice scheduling virtual public statement hearings. Click here for a copy thereof for instructions on how to participate.
